1. Monitoring and Evaluation Plan

Organisation and management structure

The total number of staff working on the project (contact persons + participants) was 22 people, 15 Romanians and 7 EUs; Romanian staff are 9 professors (5 Electrical Engineers, 1 Economy and Electrical Engineer, 1 Computer Science, 2 Building Services Engineers), 4 managers (Electrical Engineers), 1 administrative (part-time) and 1 accountant (part-time); EU staff are 5 professors (Electrical Engineers) and 2 administrative staff (Office director).

The management to steer the CMEs consortium towards to desired goals of the project consisted on three components: the Project Manager, the Project Steering Committee and the General Management Committee, and two commissions: the Selection Commission and the Student Contest Commission.

The Co-ordinator Professor Florin POP was responsible for the entire project and acted as Project Manager (PM).

A Project Steering Committee (PSC) was constituted from 5 members - the PM, Dorin BEU - other person than co-ordinator from the UTCN, and the Contact Person of each Romanian partner institution Horia F. POP, Gabriel RUGA and Pal PETER. The PSC overlooked and continuously evaluated the progress of the project and acted as a leadership group.

The PSC plus one representative from each partner not responsible for a task constituted the General Management Committee (GMC) which decided actions for unsolved maters.

A Selection Commission (SC) established the East-West mobility grants for staff, according to their area of interest, professional qualifications and duties within the department.

A Student Contest Commission analysed the results of the LEC Student Contests and decided for the classification based on the interview with the authors and their reports.

2. Monitoring Process

Monitoring

The project was monitored and evaluated internally by PM and by the PSC. The activities of the project in accordance with the time-schedule was monitored by the PM and the responsible of the respective activity. After the finishing of an activity, its responsible drew up internal reports containing up-to-date situation and the statement of expenditure.

Decision process

Decisions were made by the PSC and the PM, as part of the managerial and leadership responsibilities, especially on matters affecting the work of partners outside their own task. Decisions were taken within the partners involved under the responsibility for their contact persons. The GMC was the highest decision making entity of the project and the only able to decide to discontinue the project in case of insufficient results or poor outlook.

Evaluation

GMC meetings were held with a six months periodicity, at 15 June 1999 and 21 December 1999. The reviews were taken place at these milestones, the progress of the project was evaluated and the results were critically analysed. The communication of each decision to all EU partners ensured a good assessment of the result of each stage of the project. The progress achievements and eventual difficulties at that stage of the project were also presented during the visits of the co-ordinator at each of EU partners.

The LEC Final Report evaluates the entire project. It assembled the intermediate and final results of the project, internal reports of activities, together with the conclusions of the partners. The Final Report was distributed to partners involved in the project, and also to major enterprises, companies and offices, to local authorities, to governmental bodies concerned and to Department of Electrical Engineering and Architecture at other universities from Romania.
